Habitat Country Programme Document (HCPD) 2024–2027: Nepal

The Habitat Country Programme Document (HCPD) 2024–2027 for Nepal serves as a strategic guide to take forward UN-Habitat’s mission to promote inclusive, safe, resilient, and sustainable cities and communities. It highlights priority areas reflected in the Memorandum of Understanding (MoU) between the Government of Nepal, represented by the Ministry of Finance and UN-Habitat. The focus areas include sustainable urbanization, spatial planning, basic services, land governance, climate and disaster resilience, and fostering sustainable economy.

Aligned with Nepal’s national priorities and policies, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027, and the UN-Habitat Strategic Plan 2020–2025, the HCPD aims to support the Green, Resilient, Inclusive, and Sustained development of cities and human settlements. It seeks to achieve this through strategic partnerships, collaborative action, and targeted interventions.

·       Green and livable settlements with improved overall quality of life

·       Climate- and disaster-resilient sustainable development

·       Localization of urban planning through strengthened multi-level governance
